Yes, if you take present day political boundary, the Historic Buddha was definitely born in Nepal. But in the year 563BE, there was neither Nepal nor India. He was born in the Lumbini Garden of Kapilvastu State, which extended on both the sides of present day Nepal and India. He preached both sides in India and Nepal. His acquiring of enlightenment and death occured in present day India. So, if the present day Indian claim him as also their prince, nobody should have any objection.

But, as his for his place of birth, which has agreed by all (except to some vested Indians) and corroborated by archaeology is in present day Nepal (Lumbini garden in Kapilvastu district, Lumbini Zone)).
